September new information from the General Administration of Customs

01 General Administration of Customs: The Measures for the Administration of the origin of Import and Export Goods under the Early Harvest Arrangement of the China-Honduras Free Trade Agreement shall come into effect on September 1

 Announcement No.111,2024 of the General Administration of Customs promulgated the Administrative Measures of the Customs of the People’s Republic of China on the Arrangement of the Government of the People’s Republic of China and the People’s Republic of China on the Early Harvest of the Free Trade Agreement.

The Measures, which came into force on September 1,2024, stipulate in detail the qualification of origin, application of certificate of origin and customs declaration procedures for import and export goods under the early harvest arrangement of the China-Honduras Free Trade Agreement.

02 General Administration of Customs: Administrative Measures for visa of certificate of origin for export goods shall be implemented from September 1

 The General Administration of Customs issued the Administrative Measures of the People’s Republic of China on Certificate of origin of Export Goods (Order No.270 of the General Administration of Customs), which will come into effect on September 1,2024.

These Measures are applicable to the visa administration of non-preferential certificate of origin, GSP certificate of origin and regional preferential certificate of origin.

 General Administration of Customs: Implement the Kimberley Process certificate system from today

 In order to fulfill its international obligations, maintain peace and stability in the Africa region and stop the illegal trade in conflict diamonds, the General Administration of Customs issued the Provisions on the Administration of the People’s Republic of China on the Implementation of the Kimberly Process Certificate System (Decree 269 of the General Administration of Customs), which will come into effect on September 1,2024.

These provisions are applicable to the customs administration of the implementation of the Kimberley process certificate system for the import and export of rough diamonds.

04 General Administration of Customs: increase the self-service printing of preferential certificates of origin exported to Malaysia and Vietnam

 In order to further optimize the port business environment, promote cross-border trade facilitation, the General Administration of Customs decided since September 1,2024, increase the regional comprehensive economic partnership agreement (RCEP) under Vietnam certificate of origin and the league of the People’s Republic of China and southeast Asian countries comprehensive economic cooperation framework agreement under Malaysia, Vietnam certificate of origin for self-help printing certificate.

Other matters shall be carried out in accordance with Announcement No.77,2019 of the General Administration of Customs (Announcement on the Comprehensive Promotion of self-service printing of certificates of Origin).
