I. Specific requirements for exporting products including batteries

1. HS code and inspection and supervision of lithium battery

  • No commodity inspection: At present, the HS code of lithium battery related products does not set the inspection and supervision conditions, so there is no need to implement the import and export commodity inspection.
  • Dangerous goods management: Nevertheless, lithium batteries are still regarded as dangerous goods, and they must follow the relevant provisions of the Import and Export Commodity Inspection Law of the People's Republic of China and its implementation regulations.
  • Packaging form: the common packaging of lithium-ion batteries includes cartons, plywood boxes, wooden boxes, etc.
  • Packaging performance: The packaging shall meet the performance index of Class II packaging to ensure that the battery is not damaged due to movement or position changes during transportation.
  • Fixed measures: the battery or battery pack shall be fixed in the package to prevent accidental movement, and the electrode shall not bear the weight of other stacked items.
  • UN number: Correct UN number (e. g., UN3090, UN3091, UN3480, UN3481).
  • Dangerous goods information: in the goods attributes, the dangerous category, packing category and packing UN mark should be clearly filled in.
  • Exclusive mark: The package shall be posted with the exclusive rectangular mark of lithium battery or the diamond mark of class 9 dangerous goods. Some countries may require both signs to be posted at the same time.
  • UN38.3 Test: All lithium-ion batteries must pass the UN38.3 test before shipment to ensure that the packaging and transportation meet the safety requirements.
  • First export requirements: For the first export, proof of each battery or each battery pack through Section 38.3 of the Manual of Proposal Testing and Standards for Transportation of Dangerous Goods.
  • Submission materials: including "Entry-Exit Goods Packing Inspection Application Form", "Entry-Exit Goods Packing Performance Inspection Results Form" and "Inspection List of Export Dangerous Goods Packaging Appraisal Factory".
  • Application for identification: apply to the customs for the use and identification of dangerous goods packaging containers to ensure that the packaging meets the safety standards.
  • Attached documents: When exporting dangerous goods, the use identification results should be uploaded in the attached documents.
  • Other documents: According to the requirements of the specific export countries and regions, other relevant documents may also be prepared.
  • Goods declaration: declare goods according to customs regulations, fill in correct goods information, quantity, value, etc.
  • Export operation: after completing the declaration, conduct export operation according to the customs requirements to ensure the smooth export of goods.
